Hmmmm.. interesting take on apologies. I think in this case the apology would be to make the offender feel better about the situation, rather than the person offended.
I do disagree with the responder, implying that you should only apologize if it is going to improve the quality of life for the person offended. I think that if someone really feels like they have wronged someone, they should apologize to get it off their conscience. Just my take on it.
